A resolution expressing the sense of Congress that the Director of the Office of Management and Budget should defer implementation of proposed new regulations regarding the provision of service to the Government by private contractors until the Congress has had an opportunity to review such proposed regulations.

Expresses the sense of the Congress that the Director of the Office of Management and Budget should defer implementation of regulations regarding the provision of services to the Federal Government by private contractors until: (1) the national rate of unemployment falls below six percent; and (2) the Congress has had an opportunity to review fully and to approve such regulations.
