Expresses the sense of the Congress that no individual whose social security or railroad retirement benefits are increased should suffer, by reason of such increase, a loss of or reduction in any pension which he or she (or any member of his or her family) is otherwise entitled to receive under laws administered by the Veterans' Administration.
Stipulates that the House and Senate Committees on Veterans' Affairs should without delay consider and report legislation eliminating the possibility of any loss of or reduction in pensions payable under laws administered by the Veterans' Administration on account of increases in social security or railroad benefits.
