Concurrent resolution expressing the sense of Congress that, in determining whether and in what amounts assistance should be furnished to a foreign country and in determining whether certain sales should be made to a foreign country, the President should consider the treatment of U.S. nationals arrested in such country.

Expresses the sense of the Congress that, in determining whether or in what amount assistance should be furnished to a country under the Foreign Assistance Act of 1961 and in determining whether sales should be made to or credits or guarantees extended to a country under the Foreign Military Sales Act, the President should consider the treatment of United States nationals arrested in such country for criminal offenses.
