Expresses the sense of the Congress that, in determining whether or in what amount assistance should be furnished to a country under the Foreign Assistance Act of 1961 and in determining whether sales should be made to or credits or guarantees extended to a country under the Foreign Military Sales Act, the President should consider the treatment of United States nationals arrested in such country for criminal offenses.
