Expresses the appreciation of the Congress of the United States to the American Association for the Advancement of Science, the American Physical Society, the Institute of Electrical and Electronic Engineers, the American Society of Mechanical Engineers, the American Psychological Association, the American Institute of Aeronautics and Astronautics, the Optional Society of America, and the Federation of American Societies for Experimental Biology for their participation in the science and engineering congressional fellowship program.
