Appoints a delegation of Members of Congress to proceed, at the invitation of the two Houses of Parliament, to the United Kingdom to attend the presentation of the Magna Carta, under suitable auspices, to the people of the United States, to be held in the custody of their representative, the Congress of the United States, for a period of one year.
Stipulates that the delegation consist of the Speaker of the House of Representatives and such additional Members as he may designate and such Members of the Senate as may be designated by the President of the Senate on the recommendation of the Majority and Minority Leaders.
