States that the United States shall not agree to the recognition of the Soviet annexation of Lithuania, Latvia, and Estonia by any international conference.
Provides that the President should require that all government map publishers show Lithuania, Estonia and Latvia as independent states.
Calls for the return of self-determination to such nations.
