Concurrent resolution to provide an opportunity for an orderly and cohesive policy toward inflation control and economic stability by declaring a reduction in all appropriations for fiscal year 1976.

Provides that the total of all funds appropriated for expenditures in any form by the Federal Government in fiscal year 1976, except expenditures by the Department of Defense, shall be equal to the total of all funds appropriated for expenditures in fiscal year 1975, minus 10 percent.

Requires that the Department of Defense nonstrategic expenditures in fiscal year 1976 shall be equal to the total of all funds appropriated for nonstrategic expenditures in fiscal year 1975, minus 5 percent.
