Provides that a convention of all the States in Philadelphia, Pennsylvania, shall be called to propose amendments to the Constitution of the United States.
Stipulates that each State shall be entitled to send as many delegates to the convention as it has Senators and Representatives in Congress, such delegates to be selected in the manner designated by the legislature of such State.
