Directs the United States Railway Association, in recommending any abandonment of rail service pursuant to reorganization of bankrupt railroads, to balance the economies to be achieved thereby against the impact of any such abandonment on employment opportunities, fossil fuel conservation, and utilization, environmental degradation and passenger and freight service needs. Provides that interim abandonments under the Regional Rail Reorganization Act of 1973 shall be authorized only for compelling issues in addition to proven unprofitability.
