Makes it the sense of the Senate that the President should direct the Secretary of State to encourage the maximum possible use of the procedures outlined in chapter VI of the Charter of the United Nations, relating to the pacific settlement of international disputes, whose continuance is likely to endanger the maintenance of international peace and security, particularly those procedures providing for the reference of legal disputes to the International Court of Justice.
Instructs the Secretary of the Senate to transmit a copy of this resolution to the President of the United States with the request that the President report to the Senate in due course what action he has taken pursuant to this expression of advice.
