Resolution with respect to participation by State and local governments in the formulation of Federal policies and programs.

Expresses the sense of the Senate that: (1) the President should utilize every available means and opportunity to insure the meaningful participation of State and local governments in the development of all major programs and policies of the Federal Government, and in particular those programs and policies designed to combat inflation; and (2) the President should insure that in every major Federal department and agency there is a focal point for State and local government involvement at a high level.

States that Congress, particularly in the consideration of proposed legislation having direct or indirect impact on units of State and local government, establish and promote mechanisms to afford said State and local governments the opportunity to participate in the Federal legislative process.
