Requires the Senate to proceed to the consideration of articles of impeachment at 1 p.m. of the day such articles are presented to the Senate.

Requires the Chief Justice of the United States to preside over the Senate trial when the President or Vice-President of the United States have been impeached.

Authorizes the members of the Senate to vote, without debate, on all questions of evidence raised during the trial.

Requires all motions, objections, requests, applications, or questions put to a witness, counsel for the person impeached, or to a manager of the articles, to be reduced to writing.

States that voting on all articles of impeachment must be taken at the same time, unless the Senate adjourns for a period not to exceed one day or adjourns sine die.

Prescribes the forms of subpenas and forms for the service thereof.
