Resolved, that the Secretary of the Senate may utilize any fiscal year 1974 appropriation available for the purpose of paying expenses for May 1974 for the appropriation "Expenses of Inquiries and Investigations, fiscal year 1974", any sum so utilized shall be restored from funds appropriated for said appropriation in the Second Supplemental Appropriation Act 1974.
