Provides that whenever a Senate committee or subcommittee thereof considers at committee or subcommittee meetings (including hearings), a bill or joint resolution repealing or amending any statute or part thereof the committee or subcommittee, as the case may be, shall have at hand an accompanying document (to be prepared by the staff of such committee or subcommittee) which includes: (1) the text of the statute or part thereof which is proposed to be repealed, and (2) a comparative print of that part of the bill or joint resolution making the amendment and of the statute or part thereof proposed to be amended, showing by stricken-through type and italic, parallel columns, or other appropriate typographical devices the omissions and insertions which would be made by the bill or joint resolution if enacted in the form in which it was introduced, or, in the the case of such a bill or joint resolution first considered by a subcommittee of a committee, in the form recommended by the subcommittee. Waives the requirements of this subsection when, in the opinion of the committee or subcommittee chairman, it is necessary to expedite the business of the committee or subcommittee.
