Declares that any time during the consideration of a bill or resolution in the Senate it shall be in order to move that no amendment which is not germane or relevant to the subject matter of the bill or resolution, shall thereafter be in order.
Provides that if such a motion is agreed to by an affirmative vote of two-thirds of the Seantors present and voting, then an amendment thereafter proposed (except amendments proposed by the committee which reported such bill or resolution) which is not germane or relevant to the subject matter of such bill or resolution, or to the subject matter of an amendment proposed by the committee which reported such bill or resolution shall not be in order.
