Authorizes additional expenditures for the Senate Committee on Foreign Relations for a study of matters pertaining to the foreign policy of the United States. Declares that the expenses of the Committee shall not exceed $708,800 of which amount not to exceed $75,000 shall be available for the procurement of the services of individual consultants or organizations.
