A resolution to establish a special committee to investigate the feasibility of improving the efficiency in the conduct of Senate hearings.

Establishes the Special Committee to Investigate Improvement in the Senate Hearing Process consisting of 19 members whose function it shall be to: (a) make a full and complete study and investigation of the extent to which the Senate investigative and legislative hearings can be conducted by Senate hearing officers who shall be professional staff members appointed by the Senate in accordance with rules to be adopted by the full Senate based on the report and recommendation of this committee; (b) make recommendations with respect to the foregoing, including proposed Senate rules, improvements in the administration of existing rules, laws, regulations, and procedures, and the establishment of guidelines and standards for the conduct of Senate hearings; and (c) on or before January 31, 1974, submit to the Senate for reference to the standing committees a final report of its study and investigation, together with its recommendations.

Specifies the manner in which the President of the Senate shall designate members of the Committee, and gives the committee powers to carry out the objectives of this resolution.

Requires the committee to keep a complete record of all committee actions, including a record of the votes on any question on which a record vote is demanded. Provides that no legislative measure shall be referred to the committee, and it shall have no authority to report any such measure to the Senate.

Provides that the committee shall cease to exist on June 30, 1974.

Provides that the expenses of the committee under this resolution, which shall not exceed $250,000, shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the committee.
