Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, that section 8 of the Export-Import Bank Act of 1945 is amended by striking out "October 15, 1974" and inserting in lieu thereof "November 30, 1974". Provided however that the Bank shall not authorize any financial assistance to the Union of Soviet Socialist Republics during the life of this resolution.
