Constitutional Amendment - Provides for a special election for the office of President and Vice President when an individual who has been appointed Vice President succeeds to the Presidency if more than 12 months remain in the term of the President. States that such individual shall serve as President only until a President elected in such special election takes office as President. Provides that the terms of office of the President and Vice President as set forth in the Twentieth Amendment shall not be affected by the provisions of this Amendment.
