Expresses it to be the sense of the Congress that negotiations for a new Panama Canal Treaty are necessary in the interests of both the Republic of Panama and the United States.
States that, with reference to the promulgation of such a treaty, the Congress of the United States endorses specified principles agreed to by the United States of America and the Republic of Panama on February 7, 1974 at Panama City.
