Makes it the sense of Congress that the President should immediately undertake: (1) to seek international arrangements and agreements with other nations desiring to foster international air service (including the use of an international tribunal with appropriate jurisdiction) for the purpose of finding ways and means to prohibit and punish effectively armed attacks on aircraft and passengers engaged in international commerce; (2) to seek international arrangements and agreements for the imposition of sanctions (including but not limited to suspension or repeal of air landing rights) against any nation which approves or condones such attacks by sheltering or protecting individuals or organizations responsible for perpetrating such attacks; and (3) to report to the Congress within six months from the day of enactment of this resolution on the results of the efforts undertaken in accordance with paragraphs (1) and (2) above.
