Requires the Secretary of Transportation to apportion $1,000,000,000 of the sums authorized to be apportioned for fiscal year 1974 for immediate expenditure on the National System of Interstate and Defense Highways, using the apportionment factors contained in Revised Table 5, House Report Numbered 92-1443.
