Declares that the Congress hereby finds that to achieve universality of membership in the United Nations would significantly enhance the ability of that body to preserve international peace and to carry out its other responsibilities for promoting and maintaining world cooperation as set forth in the United Nations Charter.
Makes it the sense of the Congress that it should be the policy of the United States actively to support the admission to membership in the United Nations of the Federal Republic of Germany, the German Democratic Republic, the Republic of Korea, the People's Democratic Republic of Vietnam, and the Democratic Republic of Vietnam.
