A bill to provide for the establishment of an urban national park known as the Lowell Historic Canal District National Cultural Park in the city of Lowell, Massachusetts, and for other purposes.

Provides for the establishment of an urban national park known as the Lowell Historic Canal District National Cultural Park in the city of Lowell, Massachusetts.

Authorizes the designation and purchase of lands of historic and cultural value. Establishes the Lowell Historic Canal District Commission and names those members to be appointed and the procedures and functions to be carried out by the Commission in performing its duties.

Authorizes appropriation necessary to carry out this Act.
