A bill to amend chapter 9 of title 5 of the United States Code with respect to executive reorganizations in order to provide the Congress with an opportunity for more adequate consideration of executive reorganizations plans of such chapter, and for other purposes.
Executive Reorganization Improvement Act - Requires the President to transmit to Congress as a part of his budget message, a summary of reorganization plans which he intends to submit during the ensuing fiscal year. Requires proper notice to the President of the Senate and Speaker of the House of Representatives so that Congress may have the opportunity to prepare modifications to any such plan.
Provides that a reorganizaion plan is effective at the end of the first period of sixty calendar days of continuous session of Congress after the date on which the plan is transmitted to it if, between the date of transmittal and the end of the sixty-day period, the two Houses pass a concurrent resolution stating in substance that the Congress favors the reorganization plan.
Outlines those procedures to be used by the House or Senate Committes to which a resolution or reoranization plan has been referred.
