Declares it to be against the policy of the United States for elementary and secondary school children to conduct experiments on animals in the name of science.
Directs the Secretary of Health, Education, and Welfare to encourage alternate methods to live experimentation and penalizes those schools who do not follow such policy by with holding funds for scientific educational programs.
Authorizes $100,000 to carry out the purposes of this Act.
