Provides that any person who was detained as a prisoner of war during the Vietnam era by the government of North Vietnam or any other hostile government or group in Indochina shall be deemed to be disabled for purposes of service connected disability benefits. States that the rate of compensation shall be $40 per month for each year or portion thereof that such person was detained as a prisoner of war, not to exceed $200 per month. (Adds 38 U.S.C. 314(t))
