A bill to provide Small Business Administration disaster assistance for individuals who are self-employed in the fishing industry.

Authorizes the Small Business Administration to provide disaster assistance for individuals who are self-employed in the fishing industry and who have sustained losses since September 1, 1972, as a result of any toxic algae. Limits such loans to the lesser of (1) the actual amount of income or profit lost, or (2) $5000.
