Authorizes the Secretary of the Interior to sell reserved phosphate interests of the United States in specified lands located in the State of Florida to the record owner or owners of such lands, upon the payment of $200 to cover the costs to the United States of any such conveyance, plus the fair market value of such interests as determined by the Secretary.
