A bill to amend the Outer Continental Shelf Lands Act by providing authority for the issuance of permits to construct, operate, and maintain port and terminal facilities.
Outer Continental Shelf Posts and Facilities Amendments - Authorizes the Secretary of the Interior to grant permits for the construction, operation and maintenance of port and terminal facilities on the submerged lands of the Outer Continential Shelf under such regulations and upon such conditions as may be prescribed by the Secretary. Provides that in the issuance of any permit and the promulgation of such regulations and conditions, the Secretary shall: (1) take into account the need for such port or terminal of the Nation; (2) consider the environmental impact of any such port or terminal facility; (3) consider the availability of alternative sites and methods of construction; and (4) provide for such public hearings as he deems necessary to assure thorough consideration of the factors herein identified.
