Directs the Secretary of the Interior, acting through the Bureau of Mines, to establish a National Minerals and Materials Processing Institute with authority to conduct and promote the coordination and acceleration of research, studies, surveys, experiments, investigations, and training on the mining, preparation, metallurgy, and utilization and conservation of national minerals.
Requires the Secretary to submit an annual report to Congress on the activities of the Institute.
Provides for the establishment of an advisory committee to exercise consultive functions, when required by the Secretary.
