Establishes an Office of Intergovernmental Economic Policy Coordination within the Department of the Treasury to coordinate with State, county, and local governments the formulation of economic policy.
Directs the Advisory Commission on Intergovernmental Relations to conduct a study to determine what changes should be made in Federal government structure to assure meaningfull participation of State, county, and local governments in (1) economic policy formulation and (2) energy policy formulation.
Authorizes to be appropriated sums necessary to carry out the provisions of this Act.
