A bill to amend section 403 of the Congressional Budget Act of 1974 to require cost estimates of proposed legislation covering a 5-year period and to include costs to be incurred by nongovernmental entities.

Specifies that, under the Congressional Budget Act of 1974, the Congressional Office of the Budget shall prepare an estimate of the costs which would be incurred by the Federal Government, State and local governments and non-governmental entities in carrying out each public bill or resolution, in the fiscal year in which it is to become effective and in each of the four following fiscal years.
