Authorizes the imposition of compensating charges on air carriers of a foreign country upon a determination that charges for the use of airport property in such foreign country unreasonably exceed the amount charged to foreign carriers for comparable services in the United States, and only after the failure of negotiations with such foreign country to reduce such charges.
States that the amounts collected pursuant to this Act shall be used to compensate air carriers for excessive or discriminatory charges paid by them to the foreign countries involved.
