A bill to authorize Federal cost sharing in promoting public safety through the elimination of hazardous open canals by converting them to closed conduits and by fencing.

Authorizes the Secretary of the Interior to provide up to fifty percent of the cost of converting existing open canals in or adjacent to urban areas to closed conduits or of providing safety fencing of large canals in such areas.
