A bill to authorize the Secretary of Agriculture to carry out an emergency assistance program to assist States in relieving severe drought conditions that threaten to destroy livestock or crops.

Authorizes the Secretary of Agriculture to provide funds, in an amount to be matched by the States, to carry out an emergency assistance program to assist States in relieving severe drought conditions that threaten to destroy livestock or crops.

Authorizes the Secretary to transfer up to $5,000,000 from the funds of the Commodity Credit Corporation for the purposes of this Act.
