A bill to provide for a plan for the preservation, interpretation, development, and use of the historic, cultural, and architectural resources of the Lowell Historic Canal District in Lowell, Mass.

Establishes a Lowell Historic Canal District Commission to provide for a plan for the preservation, interpretation, development, and use of the historic, cultural, and architectural resources of the Lowell Historic Canal District in Lowell, Massachusetts.

Provides for the membership, duties and powers of such Commission.

Authorizes the appropriation of such sums as may be necessary for the development of the plan to be prepared pursuant to this Act.
