A bill to amend the Soil Conservation and Domestic Allotment Act in order to prohibit the impoundment of funds appropriated to carry out the Rural Environmental Assistance Program.

Provides that funds appropriated by Congress to carry out the rural environmental assistance program under the Soil Conservation and Domestic Allotment Act shall not be impounded or otherwise withheld from obligation or expenditure, by any officer or employee of the United States.
