A bill to amend the Emergency Daylight Saving Time Energy Conservation Act of 1973.

Exempts the months of November, December, January and February from the Emergency Daylight Saving Time Energy Conservation Act. Extends the date for the final report due under such Act from June 30 to September 30, 1975.
