A bill to study and control the disclosure of voter registration lists for nonelection purposes.

Provides that no list of individuals registered to vote in any Federal election, compiled by the Federal Government, any State or political subdivision, or agency, may be made available to or received by any person for any nongovernmental purpose, except that such list may be: (1) made available to, or received by, a candidate for conducting a campaign for public office or an organization conducting a voter registration campaign; and (2) made available to persons conducting such campaign, if that list is used solely for such campaign. Provides that violations of this Act are punishable by a fine of $1,000 or imprisonment not to exceed six months, or both.

Directs the Office of Federal Elections in the General Accounting Office to conduct a study of the effects on voter registration of the use of voter registration lists or lists of actual voters for jury selection, and to submit a report to Congress, including recommendations for legislation, on or before January 31, 1975.
