Provides for the continuation of collective bargaining rights of employees of urban mass transportation systems, that are consistent with existing State laws including the recognition of bargaining representatives on behalf of public employees.
Provides that arrangements with respect to collective bargaining shall include provisions protecting individual employees against a worsening of their positions with respect to their employment. Provides an opportunity for comment on such protective arrangements by any interested individual or organization.
