Directs the Secretary of Transportation to require that transportation facilities built and rolling stock purchased with Federal funds under the Urban Mass Transportation Act are designed and constructed to be accessible to the physically handicapped and the elderly.
Provides that, with regard to buses only, a Governor or local public body may satisfy the requirements of this Act by providing alternative transportation service for physically handicapped persons and elderly persons with limited mobility in accordance with standards promulgated by the Secretary.
