A bill to guarantee to the civilian employees of the executive branch of the United States the right to have a counsel or representative of his choice present during interrogations which may lead to disciplinary actions and to prevent unwarranted reports from employees concerning their private life.

Guarantees to the civilian employees of any executive department of any executive agency of the United States Government the right to have a counsel or representative of his choice present during interrogations which may lead to disciplinary actions and to prevent unwarranted reports from employees concerning their private lives.

Provides for the filing of complaints of violations of this Act with the United States Civil Service Commission which shall have the power to enforce the provisions of this Act.

States that nothing contained in this Act shall be construed to prevent the establishment of grievance procedures negotiated by labor organizations and agency managers which may be a substitute to the procedure provided by this Act.

Provides judicial review in a United States District Court for any party aggrieved by any final determination or order issued pursuant to the provisions of this Act.
