Declares it to be the purpose of this Act to review all public lands withdrawn or reserved from energy and other mineral resource exploration, development, and production by executive action to determine which withdrawals and reservations should be terminated or modified to meet the total energy and mineral needs of the Nation, including the national defense.
Establishes the Public Lands Withdrawal Review and Evaluation Commission to undertake the immediate review of all existing withdrawals, reservations, setasides, and classifications of public lands.
Requires the Commission to: (1) within two years, submit to the President and the Congress its final report; and (2) within six months, submit to the President an interim report. Specifies the content of such reports.
Authorizes the Commission to establish an advisory council consisting of the liaison officers and additional members representative of the various major citizens' groups interested in problems relating to the duties of the Commission.
Enumerates the administrative powers of the Commission. Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act, to be available to the Commission until expended.
