A bill to amend title XVIII of the Social Security Act to provide for the establishment of a Nursing Home Affairs Advisory Council.

Provides, under title XVIII (Medicare) of the Social Security Act, for the establishment of a Nursing Home Affairs Advisory Council. Requires that 6 of the 11 council members be representatives of the public who are eligible for medical assistance under a State plan approved under title XIX, at lease one of whom is a resident of a long-term care facility.

Makes it the function of the Council to provide advice and recommendations for the consideration of the Secretary of Health, Education, and Welfare on ways to improve the quality of care provided by skilled nursing facilities, intermediate care facilities, or other long-term care facilities, which provide services for which payment may be made under title XVIII or under State plans approved under title XIX (Medicaid).
