A bill amending section 133(f) of the Legislative Reorganization Act of 1946 with respect to the availability of committee reports prior to Senate consideration of a measure of matter.

Prohibits the waiver by joint agreement of the majority leader and the minority leader of the Senate of the requirement that committee reports be available to Members of the Senate for at least three calendar days before consideration of the measure in the Senate, and that hearings on such measure be available for distribution prior to its consideration.
