Establishes, under the Environmental Protection Agency, a National Weather Modification Commission. Directs the Commission to provide for a study of the need for regulation of weather modification activities, the status of current technologies, and the appropriate responsibilities for operations in the field of weather modification.
Requires the Commission to report in two years after the first meeting to the President and the Congress on its findings and recommendations.
Authorizes appropriation of sums as are necessary, not to exceed $400,000, for carrying out this Act.
Terminates the Commission 90 days after submission of its report.
