Authorizes the Administrator of the Environmental Protection Agency to carry out an emergency assistance program to assist States in relieving severe drought conditions that threaten to destroy livestock or crops.
Authorizes to be apppopriated from time to time the sums necessary to carry out the provisions of this Act.
