A bill to conserve energy by establishing an Emergency Fuel Conservation Driving Limitation Plan.

Directs the Secretary of Transportation to promulgate, as soon as practicable and not later than ninety days after the effective date of this Act, an emergency fuel conservation driving limitation plan to be administered by the States.

States that such a plan shall prohibit all motor vehicles registered in the names of members of a family unit, as defined by the Secretary, from being driven, except for commercial purposes, on the public roads or highways on one day in each calendar week other than Saturday and Sunday.

Sets forth exceptions to the driving limitation plan.
