Makes unlawful the manufacture, sale, advertisement, and shipment in interstate or foreign commerce of any counterfeit recording. Imposes a fine of up to $1,000 and/or imprisonment of up to one year for violations of this Act. States that this Act shall not apply to any person engaged in radio or television broadcasting who reproduces, any sounds (other than from the soundtrack of a motion picture) in connection with broadcast transmissions or to any person who so reproduces any sounds for archival purposes.
